Eleanor Shiori Hughes

Expertise: security, minilateralism and geoeconomics in the Indo-Pacific, Japan - Taiwan relations, business and geopolitics in Asia, human capital and emerging technologies

Eleanor Shiori Hughes is currently a Research Assistant at the Center for Strategic and Budgetary Assessments and a Non-Resident Fellow at EconVue. Her research interests span a wide range of subjects including U.S. engagement in the Indo-Pacific; Japan - Taiwan relations; the nexus of business and geopolitics in Asia; and human capital for strategic technologies. 

Eleanor was previously a Defense Analyst at The Asia Group (TAG), where she supported the firm's Defense and Aerospace practice by researching industry and complex geopolitical dynamics unfolding across Indo-Pacific markets. Before she joined TAG, she interned at the Asia Society Policy Institute (ASPI), where she monitored supply chain trendlines of various Indo-Pacific economies, U.S. tariffs on China, and regional economic integration in Asia. Prior to joining ASPI, Eleanor was a Research Assistant at Georgetown's Institute for the Study of Diplomacy, where she conducted research on transnational issues including food security and kleptocracy. She also worked for the Japan Chair at the Center for Strategic and International Studies (CSIS), where she covered issues on the U.S.-Japan alliance, Japanese foreign policy, economic statecraft, and climate change. She was previously a Kim Koo Fellow at The Korea Society in New York City. Currently, she is a member of the Pacific Forum’s Young Leaders Program, the International Institute for Strategic Studies (IISS), the Council on Foreign Relations’ Young Professionals Program, The Australian American Leadership Dialogue, and The Australian Institute for International Affairs and The Japan Foundation's Indo-Pacific Cooperation Network. 

Eleanor frequently authors reports and opinion pieces on contemporary geopolitics in the Indo-Pacific. Her works have appeared in Wall Street Journal, The Japan Times, The Lowy Institute’s Interpreter, among other outlets. She has been interviewed by and quoted in broadcast and online media including Reuters, Nikkei Asia, Voice of America, Deutsche Welle (DW), South China Morning Post, and TaiwanPlus.

Eleanor holds a MA in Asian Studies from Georgetown University's Walsh School of Foreign Service and a BA in History from Saint Mary's College in Notre Dame, IN. She speaks Japanese.

Anticipating Anomalies in Global Supply Chains

A webinar organized by Foreign Policy with experts from both the public and private sector. The panelists included Dr. Kelly Fletcher, Bob Kolasky, Brittany Masalosalo, Col. (ret.) John Mills, and journalist Maggie Lake as the moderator. It was a wide-ranging conversation on assessing the current state of global supply chains while coexisting with the COVID-19 virus.
