Timing of TPA is pivotal because America’s eleven partner countries in the TPP talks have made it clear that they will not conclude the TPP until Congress passes TPA.
Abstract
Trade Promotion Authority (TPA) has been delayed by today’s vote in the Senate against immediate opening of floor debate, but it definitely does not mean that TPA is dead. Rather, the vote is part of the negotiations between the Democrats and Republicans on how many other matters will be bundled together with TPA.

Mr. Katz has taught about Japan’s economy as an Adjunct Associate Professor at the New York University Stern School of Business, and as a Visiting Lecturer in Economics at the State University of New York (SUNY) at Stony Brook.
Mr. Katz is the author of two books on Japan's economic travails and has just finished a third book on reviving entrepreeurship in Japan.
